SEATTLE – Dalam rangka memperkuat kebijakan human capital melalui Manajemen Talenta Nasional (MTN), Menteri PPN/Kepala Bappenas Suharso Monoarfa melakukan pertemuan dengan diaspora Indonesia di Amerika Serikat untuk membahas bagaimana talenta riset dan inovasi nasional dapat mendorong percepatan pertumbuhan ekonomi nasional sekaligus mengangkat derajat daya saing bangsa di kancah global. Berdasarkan Global Innovation Index pada 2021, Indonesia meraih peringkat 87 dari total 132 negara. Critical mass talenta riset dan inovasi Indonesia masih terbatas dan belum banyak menghasilkan output riset yang signifikan. Saat ini, hanya 58 Warga Negara Indonesia (WNI) terdaftar dalam Top 2 Percent World Ranking Scientists, sementara Malaysia berhasil menorehkan hingga 388 nama peneliti.
“Dalam kerangka Desain Besar Manajemen Talenta Nasional 2022-2045 yang saat ini tengah disiapkan Kementerian PPN/Bappenas, periode 2022-2024 merupakan tahapan transformasi untuk memperkuat infrastruktur pendukung terbentuknya ekosistem Manajemen Talenta Nasional, mencakup basis data terpadu, kerangka regulasi, pemetaan kebutuhan dan ketersediaan talenta, dan inisiasi kebijakan terobosan,” tutur Menteri Suharso pada Selasa (19/7) waktu setempat. Basis Data Terpadu MTN merupakan suatu sistem yang memadukan empat Sistem Informasi Manajemen Talenta (SIMT), yaitu SIMT Peserta Didik, SIMT Riset dan Inovasi, SIMT Seni Budaya, dan SIMT Olahraga. Keberadaan Basis Data Terpadu tersebut sangat kritikal dalam menjamin integrasi dan keberlanjutan program pembinaan MTN.
Dengan adanya MTN, diharapkan terdapat talenta-talenta bangsa yang dapat mengangkat national pride di bidang riset dan inovasi, utamanya melalui raihan beragam penghargaan internasional seperti Nobel, Breakthrough Prize, dan sejenisnya. Untuk mencapai hal tersebut, Pemerintah berkomitmen membuat arah kebijakan dan strategi yang mencakup perluasan talent pool riset dan inovasi, perbaikan ekosistem dan akuisisi, pembinaan dan fasilitasi talenta yang terintegrasi dan berkesinambungan, serta penguatan wahana riset di Indonesia.
